Born to a local noble family of the North Blue Citadel Beaudoin, Moreau grew up believing in the ideals of the city; it was the Beauforts, after all, who had mustered its construction. Looking down on a peaceful place, surrounded by sturdy walls instilled a deep sense of civic duty in Moreau, which was only exacerbated when he saw this stability’s stark contrast: A raid led by the Scholar “Hallowed” Sturm resulted in the death of nearly all the Citadel’s Militia, and the kidnapping of its nobility. Sturm’s visage was burned into Moreau’s memory when the pirate entered the Beaufort house. While the young Beaufort hid inside the family’s piano, their Steward Gaston attempted to protect the family using the powers of his Arms Arms fruit, and was smashed into the floor by Sturm’s hardened fist; shortly thereafter, Moreau’s parents & elder brother were taken by the pirates, and the Saints ship left with captured nobility, treasuries, and a large collection of scrolls.
After Sobbing in the Piano for hours Moreau emerged from his hiding place, and found his family’s home in decent condition. The Saints had taken only what they had come for, evidenced by the house’s cleanliness, and the strange fruit that lay amongst those in the room’s fruit basket: A Fuschia colored Plantain marred with spirals. Moreau picked this fruit from the bowl and ate the whole of the bitter thing sitting near the fallen Gaston, and hoping that his teacher & guardian would return to him.
The White Saints had left the Citadel’s people with a share of the nobility’s treasury, and snails to contact the revolutionary army; in all the common-people were left better off by this raid, having suffered few casualties, and no loss of life outside the militia. None amongst the townspeople recognized Moreau as the boy walked the streets, passing by the grieving families of militia members, and arriving at his family’s dock. Between the choice of his family's caravel and their leisurely swan boat Moreau chose the vehicle he had enjoyed trips with his father on as a child, perhaps wishing to be swept beneath the the waves on his travels; this is in fact, one of the singular possible results of piloting such a vessel to sea, and shortly after the Citadel’s island faded from view, a crashing wave capsized the Silver Swan.
It is fortunate that Moreau’s route outwards aligned with the Navy’s route to the island, and that Vice Admiral Bart Gordon's crew was so kind as to rescue a drowning teenager & his family’s boat. The Demon in Glasses had little but admonishments for Moreau when the two met and insisted that the boy return to the citadel when they docked. Moreau quietly refused, there was no place for him there; as two of Bart's soldiers attempted to drag Moreau off the ship each of his shoulders transmuted from cold viscous white fluid into small firearms, pointed at each of their heads. They quickly threw the young man to the deck, and called their Admiral to resolve the issue, though obviously frustrated by the threatening of his men, Gordon saw potential in the Devil Fruit & it’s user.
On recommendation from the Vice Admiral Moreau was sent to a Navy bootcamp, where he showed aptitude in logistics, weapon assembly, engineering, and tactics; however, in sparring matches Moreau’s record was 0-19, conjuring only wooden training weapons for melee. Nonetheless, a watchful eye had a purpose in mind for the aspiring soldier, Commodore Elise Faivre had come to observe the Armament-Human at her Admiral's request, coming to the conclusion that personal corrections would need to be made for the boy to be of true use to a navy crew.
Periodically, over the 7 years that Moreau was kept in boot camp due to his inability to pass a combat exam, Faivre would visit the young fool. It was the weakness of this fruit’s user that was holding back its potential, and perhaps sufficient training could whip them into shape. With the help of Elise Moreau learned to handle a fencing sword, appreciating it’s elegance, even at the potential risk of lethality. This combined with an increased creativity for his fruit & appreciation for combat led Moreau to gain his confidence back and pass the examination with a score of 71.
At this point Moreau is a Navy character and is in the process of being assigned to a crew.

Great bio overall. I appreciated you preserving the idealistic nature of the White Saint Pirates despite the raid. I did have a few comments that are marked in orange below though.

He would not have been a marine at this time. And even if he were, he would not have been a high-ranking one. I recommend using Bart Gordon instead. Periodically, over the 7 years that Moreau was kept in boot camp due to his inability to pass a combat exam, Conti would visit the young fool. [ William Conti is a Cipher Pol agent. Unless he was specifically trying to recruit Moreau for the agency, he has no business doing this. And even if he was trying to recruit him, taking this many years doesn't much make sense. I would recommend simply making up a Navy Officer (Commodore or below) to fill this role rather than forcing an Impie into your story. That way, you can actually have that character appear in your plots whenever you want.
