He will both follow and issue orders regardless of their weight on his conscience; the extent to which he is willing to “break the rules” is based almost entirely on personal convenience for himself and his crewmates. Whenever it suits him Moreau can be relied upon to circumvent, misconstrue, and find loopholes in regulations that would not be in the best interest of him or his crew to follow. He would have made a fine attorney.
Chivalrous
Moreau’s upbringing and the novellas he reads have cultivated in him an urge towards chivalry, the following are the principles that he most strongly believes in:
- Protecting the innocent and defenseless
- Respecting the honor of women
- Obeisance of authority
- Perseverance in one’s endeavors
Moreau can be forced to compromise any of these principles if ordered to, but he is most reticent to violate the first two. In addition, he does not believe women to be incapable or inferior compared to men; he simply has a romanticized notion of how a man ought to treat a lady.

Moreau is an anxious person who contemplates things deeply, for a long period of time his “over-thinking” prevented him from passing his boot camp’s combat examinations. Moreau’s true feelings are difficult to discern, though he enjoys conversation he rarely talks about himself, and though his demeanor is affable it always seems that something is brewing beneath the surface. Because of this, one is forced to wonder if his gentle demeanor aligns with his true nature.
In combat, Moreau is an analytic tactician who uses his keen perception and extensive weapons expertise to locate opponents’ weaknesses and hit them where it hurts; preferably only where it hurts, as he dislikes the sight of death. He will only intentionally kill an opponent if he is ordered to, or if he believes them to be an immediate threat to the life of a comrade.

Born to a local noble family of the North Blue Citadel Beaudoin, Moreau grew up believing in the ideals of the city; it was the Beauforts, after all, who had mustered its construction. Looking down on a peaceful place, surrounded by sturdy walls instilled a deep sense of civic duty in Moreau. This sense of duty was only exacerbated when he saw this stability’s stark contrast: A raid led by the Scholar “Hallowed” Sturm resulted in the death of nearly all the Citadel’s Militia, and the kidnapping of its nobility.
Sturm’s visage was burned into Moreau’s memory when the pirate entered the Beaufort house. While the young Beaufort hid inside the family’s piano, their Steward Gaston attempted to protect the family using the powers of his Arms Arms fruit, but was smashed into the floor by Sturm’s hardened fist; shortly thereafter, Moreau’s parents & elder brother were taken by the pirates, and the Saints ship left with captured nobility, treasuries, and a large collection of scrolls.
After Sobbing in the Piano for hours Moreau emerged from his hiding spot to find his family’s home in surprisingly decent condition. The Saints had taken only what they had come for, evidenced by the house’s cleanliness, and the strange fruit that lay amongst those in the room’s fruit basket: A Fuschia colored Plantain marred with spirals. The boy picked the fruit from the bowl and ate the whole of the bitter thing sitting near the fallen Gaston, and hoping that his teacher & guardian would return to him.
The White Saints had left the Citadel’s people with a share of the nobility’s treasury, and snails to contact the revolutionary army; in all the common people were left better off by this raid, having suffered few casualties, and no loss of life outside the militia. None amongst the townspeople recognized Moreau as the boy walked the streets, passing by the grieving families of militia members, and arriving at his family’s dock. Between the choice of his family's caravel and their leisurely swan boat Moreau chose the vehicle he had enjoyed trips with his father on as a child, perhaps wishing to be swept beneath the waves on his travels; this is in fact, one of the singular possible results of piloting such a vessel to sea, and shortly after the Citadel’s island faded from view, a crashing wave capsized the Silver Swan.
It is fortunate that Moreau’s route outwards aligned with the Navy’s route to the island, and that Vice Admiral Bart Gordon's crew was so kind as to rescue a drowning teenager & his family’s boat. The Demon in Glasses had little but admonishments for Moreau when the two met and insisted that the boy return to the citadel when they docked. Moreau quietly refused, there was no place for him there; as two of Bart's soldiers attempted to drag Moreau off the ship each of his shoulders transmuted from a cold viscous fluid into small firearms, pointed at each of their heads. They quickly threw the young man to the deck, and called their Admiral to resolve the issue, though obviously frustrated by the threatening of his men, Gordon saw potential in the Devil Fruit & its user.
On recommendation from the Vice Admiral Moreau was sent to a Navy boot camp, where he showed aptitude in logistics, weapon assembly, engineering, and tactics; however, in sparring matches Moreau’s record was 0-19, conjuring only wooden training weapons for melee. Nonetheless, a watchful eye had a purpose in mind for the aspiring soldier, Commodore Elise Faivre had come to observe the Armament-Human at her Admiral's request, coming to the conclusion that personal corrections would need to be made for the boy to be of true use to a navy crew.
Periodically, over the 7 years that Moreau was kept in boot camp due to his inability to pass a combat exam, Faivre would visit the young fool. It was the weakness of this fruit’s user that was holding back its potential, and perhaps sufficient training could whip them into shape. With the help of Elise Moreau learned to handle a fencing sword, appreciating it’s elegance, even at the potential risk of lethality. This combined with increased creativity for his fruit & appreciation for combat led Moreau to gain his confidence back and pass the examination with a score of 71.

He would not have been a marine at this time. And even if he were, he would not have been a high-ranking one. I recommend using Bart Gordon instead. Nonetheless, a watchful eye had a purpose in mind for the aspiring soldier, “Sharp Moustache” William Conti had come to observe the Armament-Human periodically, and came to the conclusion that personal corrections would need to be made for the boy to be of true use to a navy crew, let alone.
Periodically, over the 7 years that Moreau was kept in boot camp due to his inability to pass a combat exam, Conti would visit the young fool. [ William Conti is a Cipher Pol agent. Unless he was specifically trying to recruit Moreau for the agency, he has no business doing this. And even if he was trying to recruit him, taking this many years doesn't much make sense. I would recommend simply making up a Navy Officer (Commodore or below) to fill this role rather than forcing an Impie into your story. That way, you can actually have that character appear in your plots whenever you want. Moreau is a skilled attendant and is accustomed to waiting on others. He carries common creature comforts such as tea, wine, biscuits, and other amenities either on his person; or wherever he can keep them nearest. Moreau began his time in boot camp as a choreboy, but quickly graduated to working as a Navy Cook at the request of his branch’s Commodore; the boy had been stealing off with cookbooks and making fine cuisine for himself with his table scraps. In time, Moreau grew to enjoy serving food to others, and his chef instilled in him the pride of a cook.

Though Moreau presents himself as a kindly and dignified gentleman absolute power corrupts absolutely; for some, even a taste of authority is enough for morality to begin fraying, such is the case with Ensign Moreau. He will both follow and issue orders regardless of their weight on his conscience; the extent to which he is willing to “break the rules” is based almost entirely on personal convenience for himself and his crewmates. Whenever it suits him Moreau can be relied upon to circumvent, misconstrue, and find loopholes in regulations that would not be in the best interest of him or his crew to follow. He would have made a fine attorney.
Chivalrous
Moreau’s upbringing and the novellas he reads have cultivated in him an urge towards chivalry, the following are the principles that he most strongly believes in:
- Protecting the innocent and defenseless
- Respecting the honor of women
- Obeisance of authority
- Perseverance in one’s endeavors
Moreau can be forced to compromise any of these principles if ordered to, but he is most reticent to violate the first two. In addition, he does not believe women to be incapable or inferior compared to men; he simply has a romanticized notion of how a man ought to treat a lady.

He enjoys reading, the bulk of what he reads consists of technical manuals pertaining to weaponry and tactics, however he frequently thumbs through novellas (particularly mysteries and romances), when he finds spare time. Much of what Moreau knows he has learned through reading, oftentimes he finds himself “knowing” how to resolve a situation, but without the practical experience to apply his knowledge.

Moreau is an anxious person who contemplates things deeply, for a long period of time his “over-thinking” prevented him from passing his boot camp’s combat examinations. Though he can now keep his thoughts controlled enough to handle himself in a fight, his mind has not gotten any less active, the following are important facets of Moreau’s thought process:
- Consideration, he is considerate of others (primarily of his crewmates) and takes both their needs and wants into account, wherever he can he tries to make things more pleasant for those he cares for.
- Judgment, he is good at determining the most sensible course of action in a situation. He often knows exactly the words to say or actions to take to resolve a situation.
- Analysis, he is excellent at analyzing the nuances of a situation including potential boons and liabilities. He is acutely perceptive both visually and socially, easily picking up on the finer details of things.

Personality: Moreau is a soft-spoken man who approaches the world calmly and rationally, only seeing fit to raise his voice when speaking to multiple people, or when under severe duress. Though he is demure, he is not unwilling to exert his authority when required; in fact, he quite enjoys it when he is permitted to take charge. To Jean, structure, protection, and service are paramount.
Moreau’s true feelings are difficult to discern, though he enjoys conversation he rarely talks about himself, and though his demeanor is affable it always seems that something is brewing beneath the surface. Because of this, one is forced to wonder if his gentle demeanor aligns with his true nature.
In combat, Moreau is an analytic tactician who uses his keen perception and extensive weapons expertise to locate opponents’ weaknesses and hit them where it hurts; preferably only where it hurts, as he dislikes the sight of death. He will only intentionally kill an opponent if he is ordered to, or if he believes them to be an immediate threat to the life of a comrade.The Past
Hometown: Citadel Beaudoin at the edge of the Amber Kingdom in Flevance.

Born to a local noble family of the North Blue Citadel Beaudoin, Moreau grew up believing in the ideals of the city; it was the Beauforts, after all, who had mustered its construction. Looking down on a peaceful place, surrounded by sturdy walls instilled a deep sense of civic duty in Moreau. This sense of duty was only exacerbated when he saw this stability’s stark contrast: A raid led by the Scholar “Hallowed” Sturm resulted in the death of nearly all the Citadel’s Militia, and the kidnapping of its nobility.
Sturm’s visage was burned into Moreau’s memory when the pirate entered the Beaufort house. While the young Beaufort hid inside the family’s piano, their Steward Gaston attempted to protect the family using the powers of his Arms Arms fruit, but was smashed into the floor by Sturm’s hardened fist; shortly thereafter, Moreau’s parents & elder brother were taken by the pirates, and the Saints ship left with captured nobility, treasuries, and a large collection of scrolls.
After Sobbing in the Piano for hours Moreau emerged from his hiding spot to find his family’s home in surprisingly decent condition. The Saints had taken only what they had come for, evidenced by the house’s cleanliness, and the strange fruit that lay amongst those in the room’s fruit basket: A Fuschia colored Plantain marred with spirals. The boy picked the fruit from the bowl and ate the whole of the bitter thing sitting near the fallen Gaston, and hoping that his teacher & guardian would return to him.
The White Saints had left the Citadel’s people with a share of the nobility’s treasury, and snails to contact the revolutionary army; in all the common people were left better off by this raid, having suffered few casualties, and no loss of life outside the militia. None amongst the townspeople recognized Moreau as the boy walked the streets, passing by the grieving families of militia members, and arriving at his family’s dock. Between the choice of his family's caravel and their leisurely swan boat Moreau chose the vehicle he had enjoyed trips with his father on as a child, perhaps wishing to be swept beneath the waves on his travels; this is in fact, one of the singular possible results of piloting such a vessel to sea, and shortly after the Citadel’s island faded from view, a crashing wave capsized the Silver Swan.
It is fortunate that Moreau’s route outwards aligned with the Navy’s route to the island, and that Vice Admiral Bart Gordon's crew was so kind as to rescue a drowning teenager & his family’s boat. The Demon in Glasses had little but admonishments for Moreau when the two met and insisted that the boy return to the citadel when they docked. Moreau quietly refused, there was no place for him there; as two of Bart's soldiers attempted to drag Moreau off the ship each of his shoulders transmuted from a cold viscous fluid into small firearms, pointed at each of their heads. They quickly threw the young man to the deck, and called their Admiral to resolve the issue, though obviously frustrated by the threatening of his men, Gordon saw potential in the Devil Fruit & its user.
On recommendation from the Vice Admiral Moreau was sent to a Navy boot camp, where he showed aptitude in logistics, weapon assembly, engineering, and tactics; however, in sparring matches Moreau’s record was 0-19, conjuring only wooden training weapons for melee. Nonetheless, a watchful eye had a purpose in mind for the aspiring soldier, Commodore Elise Faivre had come to observe the Armament-Human at her Admiral's request, coming to the conclusion that personal corrections would need to be made for the boy to be of true use to a navy crew.
Periodically, over the 7 years that Moreau was kept in boot camp due to his inability to pass a combat exam, Faivre would visit the young fool. It was the weakness of this fruit’s user that was holding back its potential, and perhaps sufficient training could whip them into shape. With the help of Elise Moreau learned to handle a fencing sword, appreciating it’s elegance, even at the potential risk of lethality. This combined with increased creativity for his fruit & appreciation for combat led Moreau to gain his confidence back and pass the examination with a score of 71.
