The only circumstance that he buttons up is when it's cold, or he tends to put on more clothes on cold islands.
Description: He stands at 6'0" tall with a toned figure, having small white wings at the back of his body like other Skyfolk, albeit his are noted to be even smaller than the standard wings that Skyfolk typically have. Otherwise, it's impossible to differentiate him from the typical human in terms of skin color, eyes, body, etc.

Personality: In combat, Tyber uses a combination of technical abilities (through his dials and devil fruit) to manipulate the flow of combat, having great versatility via his dials, and manipulating the environment through his fruit i.e. rusting metallic structures to either hurt enemies, or slow them down. He is patient in the way he approaches combat, often being more reactive and passive on his opponent and making a plan of action accordingly to counter them, if not hurt them.
Outside of combat, Tyber's personality changes somewhat though he remains consistent in his cunning and resourcefulness. His time as a spy and Marine infiltrator has shaped him into someone who is both personable, able to blend into any social situation while keeping his intention hidden, if needed. He has learned to pick on key points of topics to either push people, or to get on their good side if it gets what he needs. Tyber remains calm even in high-stress situations that would unnerve most people. Whether it’s navigating a tense meeting or walking into a trap, he remains composed and never lets his emotions dictate his actions. This gives him the ability to think clearly in situations.
All in all, he is resourceful, talkative and calculating, but since most of these traits are often brought on for his job as a marine, it's come second-nature for him to keep his true feelings and thoughts hidden, even when he's among trusted friends. This makes him very secretive and emotionally detached, making it hard to make true, genuine friends if they can easily tell that he's not being upfront with them, especially if he sees nothing wrong with being like that.

Tyber was born and raised in Skypiea, a land above the clouds. His family were skilled Dial artisans, creating tools that was unique to the island, and he was taught to craft and modify his own dials early on, starting at a very basic level. During times of peace with his family, they had a spot to which they liked to look down from the clouds. What was an innocent past time sparked a curiosity for Tyber to wonder what the blue seas were like, something that his parents tried to gently push away from, stating that the blue seas were harsh.
But the more he looked down at those blue seas, the less he could just "ignore" how he felt. He grew restless, becoming less efficient in his dial making and it started to affect his relationship with his family. The tighter they squeezed his freedoms, the more rebellious he got, the tighter they squeezed, creating a toxic cycle until one day, at the age of seventeen, he grabbed a Waver, some supplies and some dials to make an impossible journey down to the blue seas, or at least, considered impossible.
He did make it, but not without learning the harsh reality of the sea; when he docked at a lawless port town, he was quickly captured for both his technology and for being what he is, he was captured by pirates known as the Steel Pirates who were intending to sell him.
However, he took a big risk when he had heard that marines were planning to attack the pirates; initially collared up for cleaning duties and slaving away on their ship until they decided to sell him off, he used his access to sabotage what he could. jamming guns, throwing some weapons overboard, slowly chucking out ammunition out one by one, just small bits that he could do without the crew noticing.
It made a difference, as the naval battle was disastrous for the pirates. They were consistently uncoordinated due to faulty equipment or unreliable supplies, leading to their swift capture by the marines. Tyber was then freed, but seeing marines in action had inspired him, both in their heroism and not wanting anyone else to suffer like he did, he decided to join the marines.
His physical exam during the initiation showed that he wasn't at a level to be a soldier for the Grand Line, so he was sent on a marine ship that was going to the Blues at the time.
They found that his initial skills were best, being trained for spy operations and given a unique outfit to disguise his wings for both practical and comfortable purposes, with only a handful of marines knowing that he's Skyfolk, much less people outside of the marines.
During such a mission, he had found a devil fruit in a crew's treasure hoard. He ate it without hesitation, believing that it would give him an advantage, and he ended up being right. The Rust-Rust fruit only amplified his ability to be a spy, sabotaging weapons with rust, breaking into secure places by rusting locks, thanks to him, most fights with crews that were sabotaged by him were often one-sided thanks to his work.
A part of him is slowly getting tired of the spy work however, hoping to get something more glamorous someday.

[approve=Approved.]I can't say I love the idea of yet another Skypiean that happens to be an expert in dials. It's a chewed out character idea at this point (at least from what I've seen). It also doesn't help that he's conveniently got small, concealable wings that basically make him a human with dials. There are no real interesting plot threads tying him back to the Sky Islands in his history. He could've easily just been a human instead.
