When people see his face with a fedora, they take him as a serious criminal or regards him with a high status, however when they actually start talking to Tony he shows a completely different attitude from what meets the eye, due to this Tony can be considered very easy-going with most people.
However, he isn't exactly perfect. If he gets pissed off too much or you do something to hurt him or annoy him, he turns from a fun, quirky person to a completely dark person. He punishes those who hurt his friends or people who purposely antagonize him.

Tony was brought into the world, expected to become a mafia leader, and to possibly lead his father's mafia, known as the Cross Mafia. However, many people consider Tony to be the exact opposite of his father, while Tony's father was cold, ruthless and calculating which made an effective commander and leader, Tony was more kind-hearted, and has worser traits such as being impatient, bold and being spoiled with whatever he wanted. While Tony was growing up, his childhood growth and learning was completely controlled by Tony's father, in order to make him mentally stronger and capable.
Tony's father manipulated everything to ensure Tony would grow up with a more tough, cold personality. To the point of paying kids at school to bully Tony, or Tony's father and mother going away every night to do their own thing. Tony's benefits were also decreased by a lot. In other words, Tony's father purposely made Tony's life like hell as a child to make him sad indeed, but to learn independence. This showed it's colors in Tony's teenage years when Tony started to purposely skip school, go to clubs and he started a habit of fist-fighting others for money. He won some and he lost some, but he did grow tougher for it.
Whenever Tony had a request for his father, he would leave a note by their dining table and he definitely reads it to see what Tony wanted, Tony mostly asked for personal luxuries but due to his plan, most of them were denied. But one note, one night particularly shocked him. The note said "Hey Dad, I'll cut this short. I'm sure you picked up my habit of fist-fighting people for money, I know... I know, why fist-fight when I live with you rich people? oh wait! you take it all away! You'll probably reject this request after that insult, but why not give it a try? I'd like you to purchase a Devil Fruit for me. I know that sounds weird, but I want to win my fist-fight matches, and if you're not going to buy one for me, I'll find one another way, might as well save me the trouble? cheers."
His father was originally going to say no, but he felt like he distanced Tony long enough. He started to see how Tony grew too much independence and if left unchecked too long, could be more of a problem then what he wanted Tony to be. He accepted Tony's request and through his connections, managed to buy a Devil Fruit. It was a red colored Devil Fruit, which he believed would install fear into enemies. He left it for Tony and when Tony did find it, he ate it straight away. Of course, he spitted some out due to the taste but he managed to swallow a bit.
He became the Flint-Flint user, able to harden his body to properties similar to Flint, and when two hardened limbs collide with each other, it creates sparks that can ignite flammable objects, when Tony figured this out he started go into chemistry. He managed to make a special flintlock where he puts in his special, explosive bullets with a burnable string that can be ignited by Tony's Flint powers.
And of course, Tony used his powers in his brawling matches. He started to build up some money and respect in the underworld, becoming known as "Don Flint" due to the use of his chemistry and Flint-Flint fruit. Tony's father was pleased with how Tony was turning, and was confident that Tony would take over his place fully. So he arranged influences to build Tony up to "take over" and kill his father.
Tony did indeed get influenced by his father's sources and was built up to a confrontation where Tony nearly pulled the trigger on his father, but he didn't end up pulling it, however... a third man was there who took the shot instead, he also shot down Tony and was believed to be dead, however. Tony hardened his chest before confronting his father, meaning he didn't take a lot of shots as thought and he actually survived, he was barely conscious when he came to however and learned that the third man nicknamed as "Tall Johnny" took over his father's mafia and declared Tony dead, Tony took advantage of being a "dead man" and ran away from Illusia, to not be involved with his mafia ties or family ever again and to start a new life. It was a difficult decision, but he believed it was best to not hold any grudges and just move on. Tony referred to this whole saga, even from childhood just as a "bad chapter".
He landed upon Toroa, a quiet and peaceful country that keeps to itself with separate cities and governments, Tony went into a new identity as "Rick" and nothing else, he bypassed all identity and security checks and he managed to get a job at a local restaurant in a city, learning the ways of cooking from an old man that is rumored to be an old-time master chef, but his fame was long gone. Tony over the years learned the ways of cooking and making special dishes and became a considerable cook. Now he lives peacefully in Toroa with a stable job, the old man was aware of Tony's true identity but he still accepted him, since he had no where else to go.
