The girl wraps it as a belt around her waist for pragmatic reasons. It helps in keeping her dorsal fins in one place - they tend to move on their own sometimes, tearing her shirt on the back. When tied like that it's a little easier to move on the land... And last but not least, with a belt, the loose shirt doesn't get in a way of her movements.
