I'm hard pressed to approve this devil fruit, for despite you having worded it really well, and having mentioned the fact that devil fruit users are only affected by what Oda refers to as "standing" water, not much is still known of what exactly it is about water besides the arbitrary "power of the sea" that restricts devil fruit powers. If there is an alternate fruit that you have an idea for, I would really recommend posting that idea.

That being said, if you truly don't have any other ideas that you can work with, I'm willing to approve this fruit if you agree to three restrictions.
1. The water that you create may not be used as other devil fruit users' standard weakness. Therefore, even when you get to a power level where you are able to submerge your opponents in the water that you generated, they should still be able to freely use their powers.
2. Because you are a water-human in a manner of speaking, though not Logia, you should not be able to breathe underwater thanks to this power.
3. Due to the controversial nature of water-based devil fruits, I would still be required to monitor your fruit in action on occasion and police it if necessary. So, you would have to be prepared for that.

Hmm.  The restrictions would be fine, but I've got plenty I'd be happy to go with that saves concern. lol  Lots of fun stuff even in canon that One Piece hasn't had the opportunity to fully show some utility for, such as...

I would add just a bit more detail to the description, Quentin, where you describe the abilities and strengths you'd possess as a white wolf. The main point you may want to add, is that you'd be a lot stronger than the average white wolf (and perhaps bigger?).
