December 31, 1828

After the attacks led by the Feral Pirates on Mary Geoise and Las Camp, World Government officials have declared all minks to be enemies of the world. Prior to this declaration, minks were classified within their respective animal origins and not as a singular species.

Starting January 1, 1829, all minks and half-minks will be considered organised under the mink faction led by Yonkou Ursus "Firebear'd" Berengar of the Feral Pirates and Duke Gaston of Zou, the ruler of the elusive home country of minks. Minks will no longer be allowed citizenship in World Government-affiliated countries or allowed enrollment into the Navy. All mink marines will be discharged without benefits. We were not able to obtain comments regarding the turmoil which these policies may incite.

We have also received new information about the attack on Las Camp.  On December 25, the same day as the pirate assault on the Navy base, members of an NRA group known as the Bonbon X led by the Flying Dart, Alice B. Ronx, infiltrated Las Camp along with the Revolution's Lion and the Black Mage. The Revolution's Lion sabotaged many of the Marine facilities and was able to escape with almost all members of the Bonbon X. A Cipher Pol detachment successfully detained and arrested "Black Mage" Garland and a former Rear Admiral, "Black Seed" Acacia, who defected to the NRA some time ago. Cipher Pol representatives stated that the arrest of these two criminals would serve as a significant blow to NRA operations in the region.

We have not received any updates regarding the rescue of the royalty abducted by the Feral Pirates. Vice-Admiral Bart Gordon's status is also currently unknown. Reports allude to unrest in countries represented by the kidnapped royalty, but, officials refused to comment. We are not expecting any more announcements in the near future.

On December 25, the very day Mary Geoise was attacked by Firebear'd, a detachment from the Feral Pirates attacked Las Camp with the aid of several large and small pirate crews operating in the Blues. As our readers may be aware, Levely was rumoured to be held on Las Camp, which was later proven to be false. We currently believe the Feral Pirates led this contingent to coordinate with their assault on Mary Geoise to cover both potential host locations for Levely.

By the time the raid began, all non-essential citizens of the marine base's residential district had been evacuated. Reports indicate that over twenty pirate vessels participated in the assault. Noteworthy super rookies such as the Primetime Pirates and the Nox Pirates from the North Blue, and the Meddling Kids from the South Blue were part of the invading force. The captain of the Meddling Kids, Rowdy Rascal, defeated several marine officers. Among the officers he defeated was Anton La'Croix, who was promoted to Rear Admiral after the battle for his heroic efforts in impeding the Meddling Kids.

Iron Beast and Demon Blade, the two most recent members of the Shichibukai, were present at the battle under the command of Vice-Admirals Warp and Gordon. Iron Beast single-handedly defeated several pirates, among whom were Sanpaku and Tooth-Decay, captains of the Nox Pirates and the Primetime Pirates respectively. It is currently assumed they fled after their defeat, as their bodies were not among the deceased.

During the battle, Demon Blade was slain by The Torment, a notoriously vicious officer of the Feral Pirates. It is currently unknown who will occupy this newly unfilled position among the Shichibukai. The Torment was later arrested by Vice-Admiral Warp.

A total of nine-hundred pirates were captured or killed in this massive battle which lasted the entire day. The Marines lost less than half of that number. The massive losses for the pirates and their eventual retreat were reported to be a result of Vice-Admiral Gordon's tactics. Unfortunately, Vice-Admiral Gordon was captured in the process and taken away by the retreating enemies before he could be rescued. Vice-Admiral Warp laughed when asked for a comment and said, "A marine of his rank should lead by example. His clumsiness got the better of him." The Navy spokesperson interrupted Warp's response and refused to comment further on the subject.

Less than five of the invading pirate ships survived the Navy's counterattack and managed to flee from the battle. The Meddling Kids are said to have provided support during the retreat despite their small numbers. It is believed that their ship avoided capture despite taking significant damage.

It is rumoured that during the raid, the Feral Pirates absconded with a large portion of confiscated treasures being held in the Las Camp marine facilities. The Plague Rat, a snake-oil merchant and self-proclaimed doctor, is believed to have masterminded the theft. He was reported fleeing the scene carried by two officers of the Feral Pirates along with the treasures. Rear Admiral Atari gave chase but was ultimately evaded.

We are still continuing to receive new information and reports regarding the full measure of losses inflicted on both sides during the raid. At present, it is believed the Feral Pirates have already left for the Grand Line, and the surviving rookie pirate crews are being hunted across the West Blue.

Previous reports of the location of Levely being changed to Las Camp proved to be false when we received information regarding an assault on Mary Geoise by the Feral Pirates.

Firebear'd led the attack himself but was confronted by the Shichibukai and Admiral Aokami. During the attack, the Admiral destroyed the Yonkou's flagship, Gallia. Unfortunately, this did not prevent many of the mink assailants from escaping after abducting six members of royalty attending Levely. We received conflicting accounts of a beast as tall as the Red Line itself aiding the Feral Pirates. Representatives of the Navy and the World Government refused to comment.

Among the abducted was Queen Elizabella of Prodence. Prodence had recently become a member nation of the World Government after Queen Elizabella was married to Prince Salazar of Koliva - another member nation. "Prodence Kingdom was under Firebear'd's illegal protection. The attack on Levely was in retaliation of Queen Elizabella coming to her senses and allying herself with the World Government," said Rudolph Finch, Chief of Cipher Pol No. 5 when asked for comments. "We are doing all we can," was all Finch had to say regarding the rescue of the abductees.

Levely was postponed to later this year and all the attending members will be escorted back to their respective nations as soon as the Navy is able to guarantee their security. We have also received confirmation that the reverent Celestial Dragons had been secured before the Feral Pirates' raid begun.

There were 418 casualties as a result of Firebear'd's attack on Mary Geoise, 83 of which belonged to the mink crew. Among the dead of note was Beest E. Wild, better known as "Bully Stampede". Beest was rumoured to be the first commander of the Feral Pirates with a bounty of 833,000,000. He was the chief instrument in the Feral Pirates' retreat from Prodence. His body was found with severe lacerations and rotting flesh.

With Las Camp's Levely being a decoy, we are still awaiting information on the status of the West Blue navy base.

As we near the meeting of the world’s nobility—the Levely—increasing reports of marine activity have been received from the West Blue. While in Paradise, a meeting was held this Wednesday of some of the world’s most elite and well-known seafarers. The Shichibukai were summoned to Marineford for what is expected to have been a briefing and a call-to-arms. We have had confirmed sightings of Sky Knight, Demon Blade, and Iron Beast at the former Marine Headquarters on Marineford proper.

A small fire in the colossal building was reported later in the day, and is believed to have had something to do with a conflict during the meeting. And as some witnesses claim, the Iron Beast caused an uproar which led to him being detained for the night by the admiralty. Vice Admirals Gordon and Warp were also confirmed to have attended the meeting—among others.

“There are only two things in this world you should care about. Are you safe? Are you happy?” commented Vice Admiral Gordon when interviewed the following morning regarding the meeting. We are still unsure what exactly the implications of that statement were, however, Vice Admiral Gordon has been widely acclaimed for his wisdom and thus is believed to have been referring to the safety and security of the citizens of the World Government.

Back in the West Blue, Laguz—the ship under the command of Panther Lily, the second commander of the Feral Pirates—was spotted off the coast of one of the islands within Kano Country. Marine officials suspect that the Happo Navy may have had recent dealings with the Feral Pirates, and may in fact be supporting the launch of an assault on Las Camp, where the Levely will be held starting December 25.

With the Shichibukai and the admiralty combining their forces, we may in fact finally see the fall of Firebear’d at Las Camp if the onslaught comes to pass, especially after his defeat at the hands of Admiral Winters in Prodence Kingdom.

As many citizens of the world may already be aware, the monarchs and leaders of 60 of the 180 nations affiliated with the World Government are invited to the Levely every four years to discuss matters that could affect the world. This meeting has been held at the seat of the World Council in Mary Geoise for hundreds of years.

To the surprise of everyone involved, the location of the Levely has been changed only for this year. Our reports have confirmed that the Levely will be organized at the 99th Marine Branch at Las Camp in the West Blue. The officials of the World Government have yet to acknowledge these reports and have so far steadfastly refused to comment.

Our contacts in the 99th Marine Branch have confirmed troop movements that indicate an impending major event, which would also suggest that the Navy will be expecting outside interference due to the more accessible location of this year's meeting. We have also had confirmed sightings of members of the Feral Pirates in the West Blue.

Feral Pirates are led by the Mink Yonkou, Ursus Berengar—better known as "Firebear'd". They have allegedly organized raids on transport ships sailing around the neighboring islands of Las Camp. No news of Firebear'd himself has been heard ever since his defeat at the battle of Prodence Kingdom at the hands of the newly promoted Admiral Aokami. But, the territories his allies claimed after the defeat of The Conqueror at the battle of Marineford four years ago are still said to be under the thumb of the Feral Pirates.

While no direct threats have been made by the Feral Pirates regarding the Levely, there is little doubt that this major change in location will ignite some conflict between the mighty Navy and the opportunistic pirates who seek to gamble on the increased activity to and from Las Camp. These attacks from the newly named Yonkou have left terror in the hearts of many citizens, especially after Thunder Ogre’s month-long campaign in the South Blue last year.

Lumina Bridge, an important toll bridge and town in the bustling economic network of Ilisia, was attacked last Thursday by a small detachment of the New Revolutionary Army. After a short-lived battle that led to the nearly complete destruction of the town's iconic bridge and surrounding official buildings, the NRA retreated from the scene, having left two hundred and fifty-three Ilisian soldiers wounded, and eighty-one dead. Among the sixteen dead civilians, was the town's governor, Janus Laywen, whose body had been left charred and almost unidentifiable in his ransacked office next to the bridge's west entrance.

Witnesses have given accounts of having sighted a man during the attack that resembled the most notorious commander of the NRA, Yedidiyah, propagandized by the rebels as the "Revolution's Lion". These events, along with the recent skirmishes between affiliates of the Feral Pirates and the Marines, have caused the Navy to tighten security in the shipping lanes of West Blue that see heavy traffic. Regular patrols have been increased in between the towns of Ilisia, and the representatives of the Thalassa Family have assured their citizens to not be concerned about future attacks. The Thalassa Family has made repeated claims that the incident was due to a misstep in the intelligence operations of the Marines, and royal soldiers from the capital have been dispatched to provide relief aid to the victims of the attack.

The 45th Marine Branch, based in Ilisia, has launched a formal investigation to pursue the terrorists allied with the NRA, but no public reports have been submitted yet regarding the progress of the investigation.

September 7, 1828

As many of our readers may already know, the former Shichibukai Chrome "Brightray" Billon was arrested on Clockwork Island, having been found guilty of plotting against the World Government. For many months, the Marines had investigated privateers and pirates with a notorious streak against their fellow criminals to audition for the replacement of Brightray. Fleet Admiral Ginsai finally announced the commissioning of the new seventh Shichibukai, without whom the nomenclature of the assembly would be inaccurate. Cobalt Stelle, better known as the "Blue Streak" or "Demon Blade", has been appointed as the seventh Shichibukai.

Demon Blade captains the Blue Rose pirates and sails on her ship "Luna Rosa". She was a noteworthy criminal terrorizing Grand Line with an active bounty of 277 million berries and was hunted down by the authorities many times for her ruthless and bloody massacres. Most of these acts of slaughter were victimless crimes, the only lives lost belonging to criminals and pirates. This is suspected to have been the primary reason behind her selection.

With her bounty now frozen and inactivated, Demon Blade will now be continuing her acts of piracy with the blessing of the World Government. She may no longer be hounded by bounty hunters until such a time as her position is resigned or revoked.

Until this appointment, the assembly of government-sanctioned pirates was dominated by men, with only one female pirate fighting against her faction. But, now with Demon Blade's new seat, we may see a change in the flow of pirates sailing in Paradise and an even more noticeable change in its gender distribution.

An Elder's Role
March 28, 1829

Earlier this year, we reported on the atrocities committed by Castor O. Nox, aka "Sanpaku", and his band of criminals on Lvneel. Not long after, the Nox Pirates had made their entry into the Grand Line to continue their parade of calamities. Most recently, a series of incidents at St. Poplar have granted this pirate crew even more notoriety.

It all began with Sanpaku infiltrating the G-43 Marine Base near St. Poplar under the guise of a fresh recruit. However, after some time among them, the Navy officers managed to expose his true identity when he attempted to assassinate them during a raid on his crew's nearby hideout. Sanpaku was placed under arrest at G-43, under the orders of former vice admiral Joseph Hornigold. Unfortunately, many brave marine lives were lost in the process.

Some sources indicate that Hornigold planned to have Sanpaku executed against the Navy's orders, but the Navy has officially denied these reports. "Joseph Hornigold was stern, but ultimately a loyal officer of the Navy. Any claims that he would have gone against orders are simply attempts to besmirch his sterling reputation," said Vice Admiral Liu Cao in response to this inquiry.

In a plan to break out his captain, the devious second-in-command of the Nox Pirates, Victor Von Newport, abducted several orphaned children and leveraged them to stop incoming sea trains and impede additional marine reinforcements. During this chaos, the Nox Pirates massacred several civilians of St. Poplar by setting off a bomb in the sewers. Simultaneously, the Crazed Keg Pirates assaulted G-43. It is believed that they were cooperating with the Nox Pirates in an attempt to rescue members of both crews.

After his escape, the Nox Pirates assaulted G-43 once again. A previously unknown member of their crew, Roji of the Morning Dew, single-handedly murdered Joseph Hornigold and several other former and present officers of the Navy. In a coordinated coup, the criminals overthrew all World Government and Navy presence on the island with the support of the Spring Queen of St. Poplar. Despite their terrible crimes, rather than being cast out, the Nox Pirates were instead hailed as heroes and named saints of the city.

"St. Poplar has gone wayward, but I believe in her people. They will awaken to the wrongdoings around them and seek justice. When they do, our brave soldiers will be there to deliver them," said Vice Admiral Marshall Hornigold when asked for comments on the murder of his family member. His bright optimism in the face of such horrors continues to inspire his peers and citizens alike.

For the time being, sea train routes between St. Poplar and other World Government-affiliated islands have been discontinued. The world eagerly awaits the day when St. Poplar is brought back into the fold and Sanpaku, Roji of the Morning Dew, and their cowardly associates are brought to justice.

On the morning of March 17, an explosion shook Bleue Fontaine, the capital of Briss Kingdom. In the wake of the explosion, a World Government embassy lies in ruins. Investigators determined a signature NRA bomb to be the source of the blast. Six World Government dignitaries, twenty-two civilians, and eighteen soldiers were killed or injured in the bombing. We have yet to receive status updates on the injured victims who are now in critical care. Among the injured was Seamus Fowl, the chief of Cipher Pol Agency No. 2.

While NRA has yet to claim responsibility for the attack, Navy detachments have been dispatched to suspected NRA hideouts in the South Blue to track down the culprits of the atrocity. King Nesle Philip of Briss promised to send aid in the search for the NRA terrorists. "The NRA will regret hurting guests on my soil. We will hunt them down like the f*** s*** c*** p*** that they are," said King Nesle when asked for a quote.

While the hunt for the NRA perpetrators has yet to yield positive results, World Government officials assured us that their arrests are imminent.

Disaster Breeds Sin

Over the last year, we reported several incidents of Nox Pirates terrorizing ports in Lvneel. Unconfirmed accounts across the Vana province suggested a more terrible plot hatched by the captain of the notorious pirate crew, Castor O. Nox. Nox, referred to as "Sanpaku" by many, had been declared one of many pirate Blockbusters some time ago due to his criminal activities around North Blue and his contribution to the assault on Las Camp in December.

Under the rule of the Montblancs, Lvneel had resisted membership with the World Government for centuries. The kingdom relied on its own powerful warlords and their armies for defence. Sanpaku and his accomplices, "Goldmonger" Dax and Victor Von Newport, better known as Bloody Port, reportedly destroyed those armies. Sanpaku was especially brutal in this massacre and executed most of the nobility.

The Nox Pirates hatched a plot to murder the former king—Robert Montblanc—and take control of Lvneel. Goldmonger, previously a nameless goon, abducted a teenage noblewoman in service of this plot on Sanpaku's orders.

There was a massive naval battle near the coast of the once idyllic kingdom where the dreaded pirate crew sank several ships. Later, the abducted noblewoman, Annabelle of the infamous Note family, tricked the pirates and usurped the throne. Our reports indicate she granted an honorary title of "Duke" to Sanpaku to avoid his wrath striking down upon the kingdom further.

The Nox Pirates were last sighted sailing away unaccosted from Lvneel on their monstrous ship, The Wailing Calamity.

A Surprise Assignment
January 28, 1829

After being promoted for his heroic efforts at Las Camp, Rear Admiral Anton La'croix and his crew, affectionately known as "The Guardian Knights", were tasked with taking Minion Island in the North Blue. Rear Admiral Anton's ship, The Grand Steamer, sank two pirate ships before landing on the island. The assault on the pirate squatters began soon after. Reports indicate that among the defeated pirates was Giant Blood Byron, a notorious criminal with a bounty of 58,500,000. The Guardian Knights defeated the pirates and smugglers operating from the island and established a marine outpost.

Our sources indicate the orders for taking Minion Island came from Vice Admiral Hornigold of G-5. However, we were unable to reach them for comments. The rear admiral and his second-in-command, Petty Officer Yumiko, a samurai from Wano, received commendations for their parts in the invasion that is now dubbed "The Anton Show".

The Guardian Knights are already looking forward to their next assignment. They are travelling to Flevance on a peacekeeping mission to settle unrest after the kidnapping of the Amber King at Mary Geoise by the Feral Pirates.
